Jev Decision Index v0.3 adds private evaluation split and vision support

Apolinário released the [jev Decision Index v0.3](https://huggingface.co/spaces/multimodalart/jev-decision-index) on Hugging Face Spaces. The update introduces a revised benchmark suite that includes a private evaluation split designed to track model capabilities beyond public benchmarks.

The v0.3 release also adds evaluation coverage for vision capabilities.
